That the City Council ratify the Memorandum of Understanding (MOU) between the City of Pensacola and the Escambia County School Board for the purpose of providing School Resource Officers at Pensacola and Washington High Schools and Workman Middle School in the City of Pensacola, Escambia County, Florida for the Fiscal Year 2020-2021 in an amount not to exceed $349,232.06.

SUMMARY:
Florida Statute §1006.12 governs School Resource Officer (SRO) Programs, which are a cooperative agreement between the district school board and any law enforcement agency. In part, the law states that SROs shall be certified law enforcement officers, as defined in §943.10(1), who are employed by a law enforcement agency. The powers and duties of the law enforcement officer shall continue throughout the employee’s tenure as an SRO. SROs shall abide by district school board policies and shall consult with and coordinate activities through the school principal, but shall be responsible to the law enforcement agency in all matters relating to employment, subject to agreements between the district school board and the law enforcement agency. Activities conducted by the SRO which are part of the regular instructional program of the school shall be under direction of the school principal.
Goals of the SRO program include, but are not limited to:
1. Helping reduce crime in the school system and the community by educating students to better understand the benefits of a fair and impartial judicial system;
2. Fostering a better understanding of law enforcement and creating a more positive concept of the legal system through interaction with law enforcement officers;
3. Developing a better appreciation of citizen rights, obligations and responsibilities; and
4. Promoting student behavior in accordance with the law which is mutually beneficial to the student and society
The parties desire to enter into a memorandum of understanding setting forth the terms, conditions, and responsibilities of a coordinated and collective effort to continue the School Resource Officer Program and have determined that such an agreement to accomplish the purposes, as set forth herein, involves appropriate public expenditures to achieve important public purposes.
