RECOMMENDATION:

That City Council approve Amendments to the FY 2019-2020 CDBG Annual Action Plan and FY 2015-2019 CDBG Consolidated Plan in order to receive $452,160 in CDBG-CV Program Coronavirus Aid, Relief, and Economic Security (CARES) Act funding and the Proposed CDBG-CV Program Budget and Activity Summary.  Further, that City Council authorize the Mayor to execute all documents relating to the Program administration.

SUMMARY:

                                          

As part of the $2 trillion CARES Act, the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) Program was allocated $5 billion.  As an Entitlement Community, the City will receive $452,160 in CDBG-CV Program funds.  In accordance with HUD regulations and applicable waivers issued under the CARES Act, amendments to the FY 2019-2020 CDBG Annual Action Plan and FY 2015-2019 CDBG Consolidated Plan will be submitted to HUD. 

 

The funds will be used to address a wide range of public health and public service activities.  In accordance with Program requirements, the funds must be used for activities that target low- and moderate-income households.  Funds will be used to support service organizations assisting low- and moderate-income households prevent, prepare for, and respond to COVID -19.  Funds will also be used to provide one-time or short-term subsistence payments in the form of rent, mortgage, and utility payments on behalf of qualifying households.

July 16, 2015 - City Council approved the FY 2015-2019 CDBG Consolidated Plan
