That City Council approve an Interlocal Agreement with the Pensacola Downtown Improvement Board (DIB) for equal shared costs of cleaning services within the DIB District provided by Streetplus Company, LLC. at a rate of $6,641.27 per month throughout the duration of the existing contract. Further, that City Council authorize the Mayor to take all actions necessary to execute the Interlocal Agreement.

SUMMARY:
The Downtown Improvement Board (DIB) lacks statutory authority to enforce or regulate parking activities outside the boundaries of the DIB. Recently the City Council made a determination to have the City resume responsibility for parking regulation and enforcement throughout the City commencing October 1, 2020.
City Council took action on May 28, 2020, to terminate the Interlocal Agreement(s) with the DIB, City, and CRA, bringing all parking management operations under City management effective October 1, 2020.
The DIB entered into a maintenance and hospitality services agreement with Streetplus Company, LLC, for cleaning services within the DIB parking boundaries on February 26, 2019, for a shared equal cost between the DIB and DIB Parking Management of $6,641.27 per month throughout the duration of the existing contract. The purpose of the agreement was to establish guidelines under which the parties would work together to create a clean and friendly environment in the City of Pensacola.
The City Parking Management Fund will reimburse the DIB half of the total contracted monthly fees for these cleaning services at a rate of $6,641.27 per month throughout the duration of the existing contract entered into on February 26, 2019, and terminating on February 25, 2022.
Cleaning services are performed seven days a week (Monday through Sunday) during various hours, depending on parking management needs as determined by the Operations Supervisor. Cleaning services shall only be performed on or to public sidewalks, rights of way, and property. These include sidewalks, tree wells and median strips, trash collection, and removal, emptying of overflowing public trash cans, graffiti removal, pressure washing, weed abatement, and hospitality services.
It is recommended that the City Council approve the interlocal agreement with the DIB for continued cleaning and creation of a friendly environment within the DIB boundaries as part of the parking management transition to the City of Pensacola effective October 1, 2020. The proposed interlocal agreement is attached.
PRIOR ACTION:
November 29, 2007 - The City Council and the CRA entered into Interlocal Agreements with the DIB, which allowed the DIB to manage and enforce parking regulations in the downtown business district.
May 28, 2020 - The City Council took action to terminate the Interlocal Agreement(s) with the DIB, City, and CRA, bringing all parking management operations under City management effective October 1, 2020.

FINANCIAL IMPACT:
Pensacola Downtown Improvement Taxing District Fund and the City Parking Management Fund will pay a combined annual total amount of $159,390.60, and each agency will pay a monthly amount of $6,641.27 for a combined monthly total of $13,282.54 to Streetplus Company, LLC. A supplemental budget resolution will be brought before City Council in October 2020 to establish a budget in the City Parking Management Fund and will include appropriations for this Interlocal Agreement.
