RECOMMENDATION:

That City Council authorize the Mayor to accept the Federal Emergency Management Agency (FEMA) grant no. EMW-2019-FG-10291 in the total amount of $619,115.84 comprised of $562,832.58 in FEMA funds and $56,281.26 Pensacola Fire Department match.  Further, that the City Council authorize the Mayor to take all actions necessary for the acceptance of the grant.  Finally, that City Council adopt a supplemental budget resolution appropriating the grant funds.

SUMMARY:

                                          

The Pensacola Fire Department has been awarded a Federal Emergency Management Agency (FEMA) FY 2019 Grant to replace the aged self-contained breathing apparatus of the entire Fire Department.  The total project cost to replace the self-contained breathing apparatus is $619,115.84.  The replacements are required as the currently owned self-contained breathing apparatus are not upgradeable.  

 

PRIOR ACTION:                     

 

September 16, 2020 - City Council adopted Budget Resolution No. 2020-43 which included an appropriation of $95,200 in the Local Option Sales Tax Series IV plan for the City’s grant match portion.

FINANCIAL IMPACT:

                     

The federal grant award will fund 90% of the cost of the project.  The City is required to provide a match of 10% of the cost of the project.   An appropriation of $95,200 is included in the FY 2021 Budget in the Local Option Sales Tax Series IV plan.  Adoption of the supplemental budget resolution will appropriate the grant funds.
