SUMMARY:

City Council first adopted the Escambia County Local Mitigation Strategy (LMS Plan) on April 27, 2000. The purpose of the LMS Plan is to reduce risks to people and property from all types of disasters, natural or man-made. Since the adoption of the original LMS Plan, the U. S. Congress passed the Pre-Disaster Mitigation Act requiring all communities in the country to create a mitigation strategy in order to be eligible for federal grant programs that assist communities in mitigation activities.

The Federal Emergency Management Agency (FEMA) has developed specific criteria that must be included in this mitigation plan. The FEMA criteria must be met in order for communities to remain eligible for certain grant funds, including the Hazard Mitigation Grant Program (HMGP) and the Flood Mitigation Assistance Program, along with any future grant programs that may be created. The State of Florida requires the LMS Plan as an eligibility requirement for its mitigation programs.

The Escambia County Local Mitigation Strategy Steering Committee has updated the LMS plan in order to comply with all criteria and remain eligible for federal grant programs. The LMS Plan was reviewed by the State and FEMA and was determined to be an approved plan once it has been adopted by all jurisdictions identified in the plan.
