That City Council adopt Resolution No. 2021-14:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PENSACOLA, FLORIDA REQUESTING THE FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) TO CONSIDER THE MODIFICATION OF THE DESIGN ASPECTS OF THE REPLACEMENT OF THE 9TH AVENUE BRIDGE CROSSING CARPENTERS CREEK BY ELIMINATING OR MODIFYING THE USE OF RIP RAP AND UTILIZING MATERIALS THAT WILL CREATE AN ENVIRONMENT THAT IMPROVES WATER QUALITY, BANK STABILIZATION, AND REVIVES THE NATURAL HABITAT AS A HOME FOR AQUATIC LIFE AND THE WILD; PROVIDING AN EFFECTIVE DATE.

SUMMARY:
The 9th Ave Bridge crossing Carpenters Creek is scheduled for replacement. As part of the FDOT’s design plans for this replacement is the use of rip rap along the creek at the base of the bridge.
Carpenters creek is considered an impaired water body under the Clean Water Act’s 303(d) legislation. Over the past sixty years, Carpenters Creek watershed has become greatly impaired with the destruction of the riparian zone due to hydromodification caused by urban development, clear-cutting and impetus of unmanaged storm water.
Recently, actions have been taken to help restore the creek, clean it up, improve water quality and provide recreational opportunities that were once prominent with the creek. It is believed that FDOT’s proposed use of rip rap at the base of the bridge and along the creek banks will create further destruction of the watershed while other means of stabilizing the bridge with materials that are designed to protect the stability but also create an environment that improves water quality, bank stabilization and revives the natural habitat as a home for aquatic life and the wild, are available.
This Resolution requests that FDOT reconsider their use of rip rap and modify the existing design to utilize other available materials that are more creek friendly.
