 A RESOLUTION OF THE CITY OF PENSACOLA COMMUNITY REDEVELOPMENT AGENCY; SUPPORTING SAFETY DESIGN MODIFICATIONS TO PACE BOULEVARD FROM BARRANCAS AVENUE TO MASSACHUSETTS AVENUE (FPID 439735-1-52-01); PROVIDING FOR AN EFFECTIVE DATE.

SUMMARY:

                                          

The Florida Department of Transportation (FDOT) is currently designing the resurfacing and restriping of Pace Boulevard (SR 292) from Barrancas Avenue to Massachusetts Avenue.   The City of Pensacola’s adopted Westside Redevelopment Plan includes multi-modal improvements and traffic calming targeted for Pace Boulevard.  Additionally, the City of Pensacola Community Redevelopment Agency (CRA) has submitted a Transportation Alternatives Program (TAP) application to provide for multi-modal connectivity to Global Learning Academy, a public elementary school, and Legion Field Park, a public park, which was recommended to FDOT for funding as the top priority of the Florida-Alabama Transportation Planning Organization for the past three (3) consecutive years.  The TAP application also indicated that multi-modal improvements to Pace Boulevard were critical to carry out the project objectives.

 

If approved by CRA, the attached Resolution No. 2021-02 CRA will further the implementation of the redevelopment plan and TAP project, and allow the City to join Escambia County in requesting that the FDOT incorporate safety design modifications for this Project to reduce the speed limit and implement the typical section provided by County staff to encourage safer speeds and increased buffers between vehicles and pedestrians, as well as, incorporate safe pedestrian and bicyclist crossing at regular intervals along Pace Boulevard, particularly in proximity to the school and at transit stops.

 

The Escambia County Board of County Commissioners adopted Resolution R2021-69 on April 22, 2021. That Resolution and supporting documentation from Escambia County is attached to this report. 

Mayor Grover C. Robinson, IV sent a letter of support to FDOT Secretary Philip Gainer on April 22, 2021. That letter is also attached to this report.
