That City Council award Bid No. 21-027, Pensacola International Airport Runway Object Free Area (ROFA) Roadways Realignment, to J. Miller Construction , Inc., the lowest and most responsible bidder with a base bid of $606,945.16, plus a 10% contingency in the amount of $60,694.52, for a total amount of $667,639.68.  Further, that City Council authorize the Mayor to execute the contract and take all actions necessary to complete the project.

SUMMARY:

                                          

During their review of the Airport Layout Plan submitted as part of the Master Plan Update, the Federal Aviation Administration (FAA) noted two roadway segments that fall within the defined Runway Object Free Area (ROFA) for Runway 8-26.  The location of the roadways, both of which fall on airport property, are considered incompatible with the Object Free Area, and therefore require realignment.

 

One location, inside of the airport fence line, is located at the western most edge.  This road relocation will have no impact on publicly accessible roadways.  However, the second roadway segment includes a portion of Maygarden Road, a publicly accessible road located in the vicinity of the Summit Boulevard intersection.

 

Portions of both segments will require relocation and realignment.  Relocation of the Maygarden Road segment will be of minimal roadway length, will result in negligible construction impacts, and will have no impact to neighboring residential areas given its location, topography, and level of existing forestation.  Under Work Order 12, RS&H designed the roadway realignment. 

 

Bid No. 21-027 was publicly advertised in April 2021 for construction.  One bid was received.

 

An application for the use of FAA grant funds has been submitted for this project.  A notice-to-proceed for the work will not be issued until the award and execution of the grant.
