That City Council approve the Community Development Block Grant (CDBG) Five Year (FY 2020-2024) Consolidated Plan and FY 2020-2021 Annual Action Plan for the period October 1, 2020 through September 30, 2021 for submission to U. S. Department of Housing and Urban Development.  Further, that City Council approve the City of Pensacola 2020-2021 CDBG and HOME Programs Proposed Budgets and Activities Summary.  Finally, that City Council authorize the Mayor to take all actions necessary to execute all documents relating to the programs’ administration.

SUMMARY:

                                          

The City of Pensacola in conjunction with other members of the Escambia Consortium comprised of the City of Pensacola, Escambia County, Santa Rosa County, and the City of Milton, is required to prepare and submit to the U.S. Department of Housing and Urban Development (HUD) for approval a Five Year Consolidated Plan.  The Plan serves as a local housing and community development planning document for the designated five year period. 

 

As part of HUD’s Consolidated Plan process, the City of Pensacola in conjunction with other members of the Escambia Consortium, must prepare a local Annual Action Plan each program year which is submitted to HUD for approval.  The Annual Action Plan for FY 2020-2021 covers the period October 1, 2020 through September 30, 2021.  The City’s Annual Action Plan identifies housing and community development activities and presents the proposed budget for the FY 2020-2021 funding request.  Copies of the draft City of Pensacola Five Year Consolidated Plan and 2020-2021 Annual Action Plan were made available to the public for review at City Hall. 

 

To initiate the public participation process for preparation of the Consolidated and Annual Action Plans, a Public Notice was published in the Pensacola News Journal on March 15, 2021.  This publication announced the first public meeting and began the public input period extended through April 22, 2021.  During the plans’ preparation, two public hearings were held April 19, 2021 and June 14, 2021, respectively, allowing citizens and partnering agencies the opportunity to provide input and recommendations regarding housing and community development needs.  To further assess community needs and priorities, an on-line survey was made available on the City of Pensacola’s website.   

 

A summary of the CDBG and HOME  proposed budgets and activities for FY 2020-2021 was published in the Pensacola News Journal on June 4, 2021which began the 30-day comment period extending through July 5, 2021.  During the 30-day comment period, a public hearing was held by the Escambia/Pensacola Consortium on June 14, 2021 to receive citizen comments and input regarding the draft Annual Action Plan proposed budgets and activities.  All comments received were positive and supportive of the proposed activities. 

 

Prior to August 15, 2021 and once the Consolidated and Annual Action Plans have been approved by all governmental bodies within the Consortium, the Plans will be submitted to HUD for approval.

No city general funds are required.  Grant funding is received from HUD.  Funding from prior CDBG grant years will be reallocated to the current grant year through the budget process.  Additional funding available for HOME activities will be allocated through the budget process.
