H.O.P.E. FOUNDATION FUNDING FOR NEEDED FIRE SUPPRESSION SYSTEM.

SUMMARY:
A request has been made to assist with funding for a needed Fire Suppression System to allow for an occupancy permit that could ultimately house of up to 200 homeless individuals.
This item seeks to discuss possible funding mechanisms as well as looking at steps to take in order to meet city requirements and the possibilities of a rubric to the possibility of establishing a public private partnership.
If the use of federal funds were to take place, which may or may not be an option, the following information would be needed:
1. Must have letter of determination from the IRS that they are a 501c3 or their EIN; so we can verify their tax-exempt status on-line
2. Proof that zoning allows a homeless shelter at desired location.
3. Inspection report that shows a fire sprinkler system is the only thing necessary to begin operations.
4. Proof of a credit against rent sufficient to offset the $80k.
5. Documented proof that ALL procurement standards in 2CFR.310 - 2CFR 200-327 https://www.ecfr.gov/cgi-bin/text-idx?tpl=/ecfrbrowse/Title02/2cfr200_main_02.tpl were met.
If other than federal funds are to be used, the development of what would be needed in order to access those funds, has yet to be identified.
This item will provide Council with the opportunity to discuss in greater detail, this one specific request.
