SUMMARY:
South “I” Street has a 54” concrete stormwater pipe that has deteriorated to the point of pipe failure. This below grade failure is evident by the pipe’s leakage and corresponding pavement fall-ins, which has created a public safety hazard and a continual maintenance issue for staff. Due to this, an urgent need to rehabilitate the pipe and reconstruct the roadway in certain locations is imperative.
Recognizing the urgency of this project, Engineering and Construction Services is requesting that City Council authorize the transfer the allocated funding from three Capital Improvement Projects to fund this pipe rehabilitation project, which estimated between $800K to $1M.
Below is the proposed project funding transfer requests:
- Bayou Texar Outfalls at Lee, Lloyd, Stanley - $233,395.00.
- Spring Street Outfall to Pensacola Bay - $376,964.00.
- Summit Blvd. - Spanish Trail to Firestone Blvd. Stormwater Treatment Enhancement Project - $399,188.00.
The sum total of these funds comes to $1,009,547.00.
Staff plans to reprogram the above projects within the FY 2027 Capital Improvements Project List for Council allocation as each will provide needed stormwater improvements.

Adoption of the Supplemental Budget Resolution will transfer funds from Bayou Texar Outfalls, at Lee, Lloyd, Stanley Project in the amount of $233,395.00 plus Spring Street Outfall to Pensacola Bay Project in the amount of $376,964.00 plus Summit Blvd., Spanish Trail to Firestone Project in the amount of $399,188.00 for a total amount of $1,009,547.00 to the "I" Street Pipe Rehabilitation Project.
