That City Council approve and authorize the Mayor to accept and execute the Florida Department of Environmental Protection (FDEP) - Green Stormwater Infrastructure Grant Agreement in the amount of $500,000.00 for the design, construction, and construction administration of the Barrancas Avenue, “E” Street to L Street Stormwater Treatment Enhancement Project, earmarked for inclusion of stormwater treatment methodology in the form of bioretention cells. Further, that City Council authorize the Mayor to take all actions necessary to execute the grant.  Finally, that City Council adopt a supplemental budget resolution to appropriate the grant funds.

SUMMARY:

                                          

The City of Pensacola was successful in securing grant funding through the Florida Department of Environmental Protection (FDEP) Agency. These funds were awarded on the basis of inclusion of bioretention cells into a flood mitigation project being designed by the Engineering and Construction Services Division. In essence, these funds allow the City to include a method to treat stormwater in conjunction with the larger flood mitigation project.  The award of $500,000.00 comes from the Florida Department of Environmental Protection's Green Stormwater Infrastructure Program. The bioretention cells will be graded into the right of way of Barrancas Avenue and will incorporate landscaping and plantings. This will serve to beautify the right of way, allow for infiltration of standing water, and continue the city's ongoing efforts to improve water quality of local waterways.

FINANCIAL IMPACT:

                     

Adoption of a supplement budget resolution will appropriate the grant funds. The total budget for this project is $1,493,400.00 and is funded between the three revenue sources mentioned above.  To date, $144,199.80 has been expended within the Stormwater Capital Projects Fund for completed items related to Surveying, Engineering Design, and Permitting leaving a balance of $1,349,200.20 between the three revenue sources.  The remaining budget balance is sufficient to cover the remaining items that have yet to be completed/expended.
