SUMMARY:

 

In December of 2020, City Council took the following action as part of Supplemental Budget Resolution No. 2020-59:

 

At the Final Public Hearing on the Fiscal Year 2021 Budget, City Council expressed a desire to reallocate funding within the Local Option Sales Tax (LOST) Series IV Plan.  Included in the reallocation was a shift from Energy Conservation & Efficiency Improvements to a new project entitled Street Lighting with an appropriation of $200,920 to be used for street lighting within each City Council District.  At the October 12, 2020, City Council Meeting, Supplemental Budget Resolution No. 2020-51 was adopted and within that resolution was an appropriation of $200,920 for Street Lighting.  Additionally, at the October 19, 2020 City Council Workshop, there was a discussion regarding the Street Lighting Plan.  Mayor Robinson informed City Council that funding was included in the Fiscal Year 2021 Budget for Street Lighting.   However, upon evaluating the different needs for street lighting, it was determined that not all would qualify for LOST funding.  Therefore, a total amount of $105,000 has been appropriated within the City Council’s Budget to provide $15,000 for each City Councilmember’s district for those items that do not qualify for LOST funding.

 

The end result of this action is the freeing up of $200,920 within the Street Lighting Line Item.  Initially this amount was within the Energy Conservation & Efficiency Improvements line item and had a possible use identified by staff as the Goya Drive Street Lighting Project.

 

It is anticipated that the cost of the project will be around $290,000 (which would be inclusive of city staff participation in the project).  There remains an additional $91,989 within the Fiscal Year 2021 Energy Conservation & Efficiency Improvements line in LOST IV, along with $200,920 from the Street Lighting line in order to fund the project.  It is believed that the project will be LOST funding eligible.

 

 

PRIOR ACTION:                     

 

December 10, 2020 - City Council approved Supplemental Budget Resolution No. 2020-59 which moved money within the LOST IV plan from Energy Conservation & Efficiency Improvements to a new project entitled Street Lighting with an appropriation of $200,920, to be used for street lighting within each City Council District.

FINANCIAL IMPACT:

                     

Upon City Council approval, $200,920 from LOST IV - Street Lighting and $91,989 from LOST IV Energy Conservation and Efficiency Improvements will be transferred to a new line item entitled Goya Drive Street Lighting Project.  Any remaining funds after the completion of the Goya Drive Street Lighting Project will be transferred back to Energy Conservation & Efficiency Improvements Project.
