Addition of an Accessory Structure at a Noncontributing Structure

BACKGROUND:
Matthew Lopez is seeking approval for a new accessory structure at a noncontributing structure. The new building will be a garage with a ground-floor guest suite. The structure has been designed to complement the main residence and with Hardie lap siding, a brick-veneer and stucco coated foundation, vinyl windows with divided lites, fiberglass composite doors, and steel garage doors.
