SUMMARY:

                                          

The Law Enforcement Trust Fund was established by City of Pensacola to allow the Police Department the use of money and goods confiscated as a result of criminal activity. Florida State Statute 932.7055 as amended on July 1, 2016 details the circumstances confiscated goods may be used. The Federal Controlled Substance Act, Section 881 (e) (3) of Title 21, United States Code, in accordance with the United States Department of Justice Guide to Equitable Sharing designates the uses of Federal Law Enforcement Trust Funds.

 

The Pensacola Police Department (PPD) is requesting $136,854.00 from the Federal Law Enforcement Trust Fund established by the City of Pensacola as a non-major special revenue fund, and as such, combining both state and federal confiscated funds into one accounting fund.  The remaining funds of $44,036.00 for the uniform transition will be covered from the City’s General Fund for which PPD is already budgeted.  The enhancement of relationships between law enforcement and the community promotes a safe and engaged community. The requested amount of $180,890.00 will help PPD fund the following: PPD patches, PPD badges, and PPD uniforms.

 

The Pensacola Police Department (PPD) is modernizing and updating our look. This involves changing the patch design, badge design, and uniforms.  PPD’s patch on all uniforms consists of the five flags logo.  This logo has not been used by the City of Pensacola in years.  The current PPD badge also has the five flags logo on it.  To update PPD’s image, rebrand, and mirror the City of Pensacola image, the patch and badge needs to change.  The PPD patch and PPD badge was redesigned to present a professional, modernized, and eye-catching design.  The funding requested will be used to purchase replacement badges and replacement uniform patches.

 

Additionally, PPD’s current polyester uniforms are outdated and have been the same for decades.  The uniforms provide a professional look, but are quite hot during most of the year and do not allow for new technology such as load bearing body armor.  The load bearing body armor has been a staple of law enforcement agencies in recent years due to the increased benefits to police officers and the public.  The load bearing vests allow officers to wear equipment (usually on their duty belt) on the new vest.  This takes twenty to thirty pounds of weight off of the police officers’ hips and lower back; helping prevent strains, injuries, and other back and spine related problems. Furthermore, the load bearing vests allow officers to carry more equipment such as Tasers, or other less-lethal options, to help de-escalate incidents in a safer manner for all.  The new uniforms PPD is purchasing will help standardize uniforms for all officers to use for patrol, training, and any other purpose.  This will limit costs for purchasing multiple uniforms.

 

In closing, PPD is rebranding and it has taken some time.  PPD is now ready to move forward with these changes and make the necessary improvements. This will bring PPD into the modern era of policing and help PPD stand out among the rest of the agencies within the region.

FINANCIAL IMPACT:

                     

The funds would be from the Federal Law Enforcement Trust Funds in the amount of $136,854.00 and the City’s General Fund in the amount of $44,036.00 for which PPD is already budgeted.  The attached Supplemental Budget Resolution will appropriate funds for these purposes.
