SUMMARY:
Taxiway “A” is the primary parallel taxiway serving Runway 17-35 at Pensacola International Airport. Pavement inspections have determined that the asphalt pavement needs a mill and overlay. In addition, several sections need to be reconstructed due to sub-base failure. At the same time, Federal Aviation Administration (FAA) standards for taxiway geometry have changed, requiring repositioning of the taxiways that connect Taxiway “A” to the runway, and requiring taxiway shoulders to be added.
With the addition of the shoulders, the decision was made to convert the taxiway edge lights from incandescent to LED to improve energy efficiency and reduce maintenance costs.
The first time the project was advertised for bid, one company submitted a bid, which was more than 50% over budget. The project was broken into phases to reduce the cost, and three companies submitted responsive bids in response to the City’s invitation to bid. The bids ranged from $12,391,942.00 to $19,715,313.79. The low bid was submitted by Lagan Construction, LLC and was deemed most responsive by the design engineer and Airport staff.
Adoption of the supplemental budget resolution by City Council will appropriate the funds needed for the project.
PRIOR ACTION:
February 10, 2010 - City Council accept the Florida Department of Transportation Grant Agreement #43577-7-94-01 in the amount of $275,000.

August 18, 2022 - City Council approved and authorized the Mayor to accept Airport Improvement Grant Agreement #3-12-0063-051-2022 in the amount of $11,152,748.
August 18, 2022 - City Council approved Supplemental Budget Resolution No. 2022-074 appropriating funds for the Airport Improvement Grant Agreement #3-12-0063-051-2022. The total grant award was $11,152,748 of which $7,529,000 in Federal Funds were appropriated via resolution and $3,600,000 was available in the federal grant fund holding account.

FINANCIAL IMPACT:
Adoption of the supplemental budget resolution by City Council will appropriate funding in the Airport’s Capital Improvement Program of $2,203,389 as well as appropriate the remaining Airport Improvement Grant Agreement #3-12-0063-051-2022 award. When City Council approved Supplemental Budget Resolution No. 2022-074, appropriating funds for the Airport Improvement Grant Agreement #3-12-0063-051-2022, $7,529,000 in Federal Funds were appropriated via resolution and $3,600,000 was anticipated to be available in the federal grant fund holding account. Only $3,552,502 was available in the grant holding account, therefore, this resolution will appropriate the additional $47,498 in grant funds.
Funding for the Airport’s portion of the project in the amount of $2,203,389 will come from the Airport’s Capital Improvement Program fund balance.
