That City Council authorize the Mayor to terminate the Lease Agreement between the Pensacola State College and the City of Pensacola effective December 31, 2022, for the building housing the Genealogical Library on the main campus of Pensacola State College.

SUMMARY:

                                          

On April 25, 1989 a Lease was entered into between then Pensacola Junior College, now Pensacola State College, and the City of Pensacola for the lease of a public library on the campus. The building became the Lucia Tryon Library. In 2009, the Tryon Library moved to a new location on Langley Avenue. The building continued as a repository for genealogy materials which was available for public use. According to the attached letter from Pensacola State College, the benefits that was once derived from a full-service library no longer exists with the genealogy library. In addition, Pensacola State College is in the process of seeking funding from the State of Florida to replace the Ashmore Fine Arts Auditorium, which will require a larger footprint. The space currently being taken by the genealogy library would be used for the expansion of a new performing arts building.

 

President Meadows, through the attached letter, has notified the Mayor that, if the Lease is terminated effective December 31, 2022, the cost of razing the library to make room for the new performing arts building would be borne by Pensacola State College. In addition, Pensacola State College would work with the West Florida Library System to give it a reasonable length of time to facilitate the move of the genealogy materials to the downtown library. In a recent email, the State College has agreed that the West Florida Library System will have until August 1, 2023, to move all materials, electronic and printed, from the library. According to the terms of the original Lease, the cost of razing or removing the library would be borne by the City. President Meadows has stated that, if the termination of the lease becomes effective no later than December 31, 2022, then the College would bear the cost of razing the building.

FINANCIAL IMPACT:

                     

The City has not paid any lease fees according to the terms of the Lease agreement. The State College experienced a benefit by having a full-service library on its campus. With the move of the Lucia Tryon Library to the Langley Avenue location, the State College no longer enjoys that benefit. In addition, the City would be saved the expense of razing the building as that would be borne by the State College.
