That City Council authorize the Public Works and Facilities Department to negotiate contracts with Atkins North America, Inc., AVCON Inc., Baskerville-Donovan, Inc., Geosyntec Consultant Inc., HDR Engineering, Inc., Jacobs Engineering Group Inc., McKim & Creed Inc., and Volkert Inc. for continuing professional engineering consulting services requested through RFQ #23-003 for an initial term of three years.  Further, that City Council authorize the Mayor to take the actions necessary to execute and administer these contracts, consistent with the terms of the contracts and the Mayor’s Executive Powers as granted in the City Charter.

SUMMARY:

                                          

Historically, professional continuing engineering services have been contracted to aid the City in addressing annual capital project lists, special grant projects, and emergency situations related to public infrastructure.  In October 2022, a Request for Qualifications (RFQ) was issued for continuing professional engineering and design services to replace the soon to be expired engineering continuing services contracts. Sixteen responses to the RFQ were received.  A selection committee was formed and comprised of James Cook, Assistant Public Works & Facilities Director; Brad Hinote, City Engineer; and Rick Bates, Building Construction & Facilities Division Manager.  The selection committee reviewed the written qualifications for all 16 firms, and selected the eight firms listed below to proceed with contract award:

 

                     Atkins North America, Inc.

                     AVCON Inc.

                     Baskerville-Donovan, Inc.

                     Geosyntec Consultant Inc.

                     HDR Engineering, Inc.

                     Jacobs Engineering Group Inc.

                     McKim & Creed Inc.

                     Volkert, Inc.

 

The RFQ allowed a maximum of eight firms to be selected and the committee recommends contracts for all eight firms for an initial term of three years, with the option of (2) one-year renewals.

 

Once the continuing services contracts are executed and in effect, individual Service Authorizations (SA’s) can be generated detailing scope, fees, and terms for any proposed projects that have approved funding by City Council.  These contracts will be executed for the efficient engagement of engineering services by outside firms to help deliver the City’s work program.

 

 

PRIOR ACTION:                     

 

December 10, 2019, City Council authorized RFQ #19-023 Engineering Continuing Services Contracts for Professional Engineering Consulting Services.

 

November 12, 2015 - City Council reauthorized ongoing professional service agreements for Transportation and Stormwater design project.

 

May 9, 2014 - Mayor’s office extended for one-year ongoing professional service agreements dated May 12, 2009 for transportation and stormwater design project.

 

May 12, 2009 - City Council reauthorized ongoing professional service agreements for Transportation and Stormwater design project.

 

December 13, 2007 - City Council extended for one-year ongoing professional service agreements dated August 19, 2004 for Transportation and Stormwater design project.

 

August 19, 2004 - City Council reauthorized ongoing professional service agreements for Transportation and Stormwater design project.

 

April 12, 2001 - City Council first authorized ongoing professional service agreements for Transportation and Stormwater design project.

FINANCIAL IMPACT:

                     

Approval of the award of contracts to Atkins North America, Inc., AVCON Inc., Baskerville-Donovan, Inc., Geosyntec Consultant Inc., HDR Engineering, Inc., Jacobs Engineering Group Inc., McKim & Creed Inc., and Volkert Inc.  has no financial impact.  Once the contracts are executed, staff will obtain appropriate service authorizations for the individual work/task orders, which will provide detailed cost information, for the specific projects that have been previously approved by City Council.
